Abstract

This article is based on a report of classroom action research (CAR) done among students of class VII C SMPN 1 Cadasari by implementation of Contextual Teaching and Learning (CTL) based Card Sort teaching model, and its contribution toward increase of students learning output in civic education Selecting class VII C as model class is based on consideration of low student learning outcomes of civic education. This note was taken from average of grades in report book and percentage of pass in test of last semester compared by other class. So that, Writer tries to conduct CAR by implementing CTL Card Sort teaching model to increase student learning outcomes of civic education. CAR is conducted by implementing action plan in the form of using some varied teaching model in class VII C. While in the other classes namely Class VIIA and Class VIIB as comparator classes, teaching model used is the conventional one although also based on CTL principles.Analysis process is done by analyzing daily test results to know progress of students learning outcomes and employ a Collaborator to observe and analyze excess and lack of researcher during teaching-learning process. The observation result from partner is used as reflection source and consideration to select following action. After four cycles of research and based on reflection with a Collaborator, it is resulted that using CTL based Card Sort teaching model can effectively increase students learning outcomes in subject matter of civic education. The result proves that CTL based Card Sort teaching model compared to other model has some advantages: a) relevant for ages of junior high school, b) simple and cheap, c) prioritizing collaboration, d) joyful and not boring, e) requiring mutual support, and f) encouraging student to be active.

Abstract

This article is adopted from the research on the contents of character education values in the book of 'Serat Wulang Reh', written by Paku Buwana IV (1768-1820). The value of character education revealed is about a distinctive lifestyle which is in a Java terminology called ‘laku prihatin’. The research employs the content analysis method. The data collected from the content of the book are constructed into two units; syntactical and thematic one. Analysis of data in this study includes descriptive analysis and inferential analysis. The result of study shows that 'Serat Wulang Reh' teaches ‘laku prihatin’. Those include reducing of eating and sleeping, appliance of simple and non excessive style of living, practice of self suppression, and feel of sufficiency with the existing livelihood. ‘Laku prihatin’ in a high or extreme level is in the form of habituation of the sufferance and of ascetism practices.

Abstract

Law enforcement is a condition sine qua non for the implementation of democracy. It is necessary to maintain law order, secure political decision making processes, guarantee individual freedom, and protect human rights. Beside, in the context of law enforcement process, the independence of judiciary system is needed for materialization of the principle of law based State. The judiciary system will be independent as long as the stake holders of that institution are independent and truth and justice oriented. The independence of the police institution as sub-system of the judiciary is necessary in the investigation of crime. Normatively it was recognized that the police is institutionally independent and separated from the TNI since 1 July 2000, by the promulgation of the People Assembly Number: VI/MPR/2000 and Act Number: 2/2002 on Indonesian Police. However, in operational level there are external and internal shortcomings. Internal shortcomings meant are the behavior of the criminal investigator police which are not transparent, militaristic, unprofessional, discriminative, and tends to use violent actions. External shortcomings are problem related to the existence of legal instruments, vertical and horizontal intervention from the colleagues, public, “old brother”, and limited budget and facilities to support investigation process. The independence of the police as the criminal investigating institution in the criminal justice system requires supporting aspects such as available legal instrument, well organization, political will of the government, capable human resources, budget, means, personal investigating police and cultural aspect of criminal investigating police as civilian police. Therefore the works of the criminal investigating police have to be reported to the concerned victims. Apart from that exist legal instruments such as the law criminal procedure and related regulations have to be reviewed an amended.

Abstract

This article discusses the concepts, principles, and procedures indeveloping instructional module as a unit of instruction. It best suited forindividualized learning. A module is an instructional package completed with theobjectives, lesson content, strategies, exercises, feedback, and tests.To deliver instructional message, there are two important principles thatcan be used in developing instructional module. First is instructional messagedesign (readiness and motivation, attention directing device, student’s activeparticipation, repetition, and feedback), and the second is the contextual teachingand learning (relating, experiencing, applying, cooperating, and transferring).Those principles should be used in all of the components of instructionalstrategies (pre-instructional activities, presenting instructional material, learningguidance, eliciting performance, feedback, testing, and follow up activities(enrichment and remedial).The steps in developing modular instruction begin with writing theobjectives, selecting instructional materials, determining instructional strategies,selecting media, developing instrument and evaluation procedures, and the last iswriting the reference.Key words: Modular instruction, instructional message design, contextualteaching and learning, instructional strategy

Abstract

This article aims to analyze 1) fundamental weakness within Act of Court of Human Rights, 2) portrait of impunity in human rights violation, and 3) reform of law system of court of human rights. The discussion of this article results some points of thought: first, some weaknesses of Act no. 26/2000: 1) partial adoption of its jurisdiction from 1998 Rome Statute, 2) some weaknesses in judicial procedure of the Law, 3) deviation of translation toward principles and provisions on genocide and crime against humanity which are defined in Rome Statute, 4) politicization of human rights violation in the former times namely before enactment of the Law on Court of Human Rights. Second, impunity—in the plain definition: the lack of punishment against crime or violation—still occurs in Indonesia. It is drawn on four main factors: power factor, legal factor, cultural factor, and international factor. Third, it is urgent to reform legal system of human rights court. It can be initiated by ratification of Rome Statute, followed by amendment of the Law on Court of Human Rights.

Abstract

This article is based on a research on “the Influence of Civic Education Learning Process and Interventive Education to Young People Character”. It proposes to support facts and reveal that Civics with respectful, responsible  approaches and Interfering Education from their parents can build citizens’character. Young people’s character is as morality to support and maintain the harmonious civilization of human life in society and country. These ideas have the background as follows: The anxiety arises in education that the students’ morale is  decreasing. This phenomena comes up in formal, informal, and non formal education. Civic Education learning process with respectful, responsible  approaches colaborates with parents’ interference. It is a solution to give a guidance to find out the best students’ character. The citizen character building works  more effectively whenever it collaborates with parents’s Interfering education. Supported by good  morality and infrastructure, SMAN 3 Bandung is  categorized as a good civilizing  laboratory to build  students’ character. Thus needs teacher professionalism as citizenship educator and supported by a conducive school atmosphere.

Abstract

The recent lecture practices tend to produce the alumnus having the cognitive-oriented of subject mastery. Moreover the paradigm of teacher centered learning is still applied in the learning which positioned the teacher as its central figure. Based on the explanation above, this research has an objective to develop the field work method and the fictive justice functioned as the learning model of State Administration Law subject in Department of Civic Education and Law (PKnH) FISE UNY which applies student centered learning characteristic. It is a qualitative and descriptive research. The object of this research   is the learning model using the field work method and role playing in the State Administration Court material. The subject of this research is the whole 6th term students of PKnH taking the State Administration Law subject 2008-2009. The data are collected by using observation, documentation, and interview. The data are analyzed inductively, started by the data collection and ended in the data conclusion and verification. The result shows that: 1) the substance of the State Administration Law subject material can be used in developing the civil knowledge about the duty-right and the role of being a good citizen; 2) the civic skills; intellectual and participation skill can be developed by the exploration of the field work and fictive justice method; 3) the field work and fictive justice method is quite significant in realizing the active, interactive, and contextual learning process based on the student centered learning.
